EPLO Member Organisation Event – Negotiating with Violent Criminal Groups: Lessons and Guidelines from Global Practice

The panel will include, among others, the publication’s co-authors Mark Freeman (IFIT) and Dr. Vanda Felbab-Brown (Brookings). They will discuss 1) why negotiations with violent crime groups – such as mafias, cartels, gangs and pirates – occur more often than imagined; 2) what range of endgames are suitable for such negotiations, considering that violent crime groups are understood to have motivations that are primarily pecuniary rather than political; and 3) which concepts and practices from the established field of peace mediation – and associated areas such as transitional justice – are transferable to negotiations with violent crime groups.
