EPLO Member Organisation Event – Post-Cotonou Agreement: Can the Subaltern Speak?

In 2019, the new European Commission dubbed itself a “Geopolitical Commission”, indicating the intent to assert the presence of the European Union on the global stage with the appointment of a High Representative chairing the Commissioners’ Group on a Stronger Europe in the World.

The Post-Cotonou negotiations on new EU/Africa-Caribbean-Pacific Partnership Agreement were an early test of the EU balancing the expressed desire for equal partnerships with the impetus to be seen as a global leader.

While the positions of the European Commission on its economic and political priorities are regularly communicated, the views of what is the largest grouping of countries on a framework that will govern cooperation for the next twenty years have been less audible.

Considering the long relations between the EU and OACP countries and historical power dynamics, QCEA and ACP YNP are borrowing from the post-colonial scholar Gayatri Spivak to ask “Can the Subaltern Speak?”
