This background paper was prepared for a Civil Society Dialogue Network Funding Instruments Meeting focused on the EU’s Thematic Programme on Peace, Stability and Conflict Prevention under the Neighbourhood, Development and International Cooperation Instrument – Global Europe. The meeting aimed to provide an overview of recent priorities and ongoing actions implemented through the programme.
The document describes how the programme supports initiatives related to peacebuilding, conflict prevention and crisis response through EU external action instruments. It outlines the policy framework guiding the programme and explains how thematic funding complements geographic EU external assistance.

Participants in the meeting were invited to exchange views with representatives of the European External Action Service and the European Commission on the development of the Multiannual Action Programme for 2025–2026 and on the implementation of the thematic programme.
