This CSDN Discussion Paper analyses how the EU’s forthcoming Gender Action Plan IV (GAP IV) can strengthen the implementation of the Women, Peace and Security (WPS) agenda across EU external action. It was written in the context of the upcoming EU Action Plan on WPS and the 2028-2034 Multiannual Financial Framework.
The paper reviews the experience of GAP III, including its WPS commitments, gender targets and indicators, with attention to support for women’s civil society organisations in conflict-affected contexts. It also looks at how GAP IV, the next WPS Action Plan and the Global Europe instrument can reinforce each other.
