EPLO Brown Bag Lunch with Geneva Call: Civilian Protection, Conflict Prevention and Dialogue with Armed Groups and Communities in Sudan

During April 17, EPLO hosted a Brown Bag Lunch discussion with Geneva Call, focusing on civilian protection, conflict prevention and dialogue with armed actors and communities in Sudan.

The discussion took place in a context of an increasingly fragmented conflict, where shifting frontlines and the presence of armed groups and de facto authorities continue to shape local dynamics. In many areas, civilians are living beyond effective state control, facing heightened risks, limited access to essential services and ongoing exposure to violence.

The exchange explored how sustained dialogue with armed actors, combined with stronger engagement with communities, can contribute to reducing risks for civilians and supporting locally grounded protection efforts. Geneva Call’s approach places particular emphasis on ownership and implementation, supporting armed actors in translating IHL/IHRL into concrete behaviour, grounded in local norms, customs and religion.

Particular attention was given to practical engagement on issues such as the conduct of hostilities, protection concerns and humanitarian access, as well as to the prevention of conflict-related sexual violence and food insecurity. The discussion also highlighted how such engagement can drive behavioural change, while underscoring the role of communities in their own protection, including through strengthened capacities and community-led initiatives.

The session also provided space to reflect on how these approaches can feed into broader peacebuilding efforts in Sudan and the wider region, and on the importance of maintaining dialogue even in the most complex and sensitive environments. Compliance with IHL contributes to reduced violence, improved humanitarian access and lower assistance needs, demonstrating that engagement can be both impactful and cost-effective.
