Funding for Peace
The main objectives of EPLO’s Funding for Peace Working Group (FfP WG) are derived from EPLO’s Policy Objective 2 (Significant EU funding for peacebuilding) and its corresponding sub-objective 2(a) (Working on all aspects of funding for peacebuilding with a particular focus on EU funding for civil society-led peacebuilding activities, including within development aid).
The FfP WG aims to ensure an increase in the amount of EU resources that are specifically allocated in support of civilian peacebuilding and conflict prevention activities, and that peacebuilding and conflict prevention are mainstreamed throughout the EU’s external financing instruments.
The FfP WG’s activities are focused on the EU’s external financing instruments (particularly the Neighbourhood Development and International Cooperation Instrument (NDICI) – Global Europe and Instrument for Pre-accession Assistance III (IPA III)), the annual EU Budget and the long-term EU Multiannual Financial Framework (MFF).

In November 2020, EPLO organised an informal consultation meeting on the strategic programming (2021-2027) of the Neighbourhood Development and International Cooperation Instrument Thematic Programme on ‘Peace, Stability and Conflict Prevention’. In October 2020, EPLO and seven other NGOs published a joint statement on funding for the Neighbourhood Development and International Cooperation Instrument (NDICI) and the Humanitarian Aid Instrument (HAI) in the next EU Multiannual Financial Framework (MFF).
In July 2020, EPLO sent a letter about President Michel’s latest proposal for the next EU Multiannual Financial Framework to EU heads of state and government in advance of the Special European Council on 17-21 July.
In June 2020, EPLO, together with eight other Brussels-based NGO networks (CAN Europe (enviroment), CONCORD (development), EaP CSF (Eastern Neighbourhood), HRDN (human rights and democracy), Cooperatives Europe, VOICE (humanitarian assistance), Eurodad (debt and development), and ENoP (political foundations) sent a joint letter on the next EU Multiannual Financial Framework 2021-2027 to to EU heads of state and government in advance of the European Council on Friday 19 June.
In December 2019, EPLO sent a letter about the Finnish Presidency proposal to reduce the level of funding for Rapid Response Actions in the Neighbourhood, Development and International Cooperation Instrument (NDICI) to EU foreign ministers and ministers for European affairs in advance of the General Affairs Council on 10 December. Together with six other Brussels-based NGO networks (HRDN (human rights), CONCORD (development), VOICE (humanitarian assistance), CAN Europe (environment), ENoP (political foundations), Eurodad (debt and development)), EPLO has sent a letter about the next EU Multiannual Financial Framework (MFF) to EU heads of state and government in advance of the European Council on 12-13 December.
In April 2019, EPLO Assistant Director Ben Moore and EPLO Junior Policy Officer Colin Cogitore wrote a blog post in which they assessed the European Parliament’s position on the proposal for the Neighbourhood, Development and International Cooperation Instrument (NDICI) and its implications for the EU’s future support to conflict prevention and peacebuilding.

- In February 2018, EPLO Executive Director Sonya Reines-Djivanides gave a presentation on the future of the Instrument contributing to Stability and Peace (IcSP) at a public hearing on the EU’s external financing instruments organised by the European Parliament’s (EP) Committee on Foreign Affairs (AFET).
- In November 2017, EPLO organised a consultation meeting on the Instrument contributing to Stability and Peace (IcSP) 2018 programming and the IcSP Multiannual Indicative Programme (MIP) 2018-2020. - In April 2017, EPLO sent a letter about the European Commission’s (EC) proposal to amend the Instrument contributing to Stability and Peace (IcSP) to enable the EU to support ‘Capacity Building for Security and Development’ (CBSD) to all members and substitute members of the European Parliament’s Committee on Foreign Affairs.
- In February 2017, EPLO and the Peacebuilding Evaluation Consortium (PEC) co-organised a round-table discussion on maximising learning in the monitoring and evaluation (M&E) of peacebuilding work.
