CIVIL SOCIETY DIALOGUE NETWORK EVENT – Member State Meeting: ‘The EU and the Netherlands’ engagement on fragility: Building on the 2030 Agenda’

Background

In October 2015, the 2030 Agenda for Sustainable Development was approved and a specific Sustainable Development Goal (SDG 16) was dedicated to ‘the promotion of peaceful and inclusive societies for sustainable development, the provision of access to justice for all, and building effective, accountable institutions at all levels.’ How it will be implemented, monitored and evaluated is still under discussion.

The EU and its Member States are collectively the world’s largest providers of development assistance. The EU and The Netherlands have committed to support countries in situations of fragility, notably through the New Deal for Engagement in Fragile States. The Netherlands’ Presidency of the EU, which is taking place in the first half of 2016, is an opportunity to take the discussion on fragility and the implementation of SDG 16 forward.

Since 2009, EPLO has organised a series of seminars on peacebuilding and development, in Brussels and in The Hague. This follow-up meeting will look specifically at the implementation of SDG 16 and its implications for governmental and non-governmental actors. How to make peacebuilding and statebuilding efforts more complementary and effective will also be discussed through two case studies.

Objective
The objective of this meeting is to gather analysis and recommendations from civil society on the implementation of SDG 16 by the EU and its Member States.

Participants
The meeting will bring together 30-40 participants, including representatives of civil society peacebuilding organisations and officials from the Dutch Ministry of Foreign Affairs and EU institutions.

Format
The meeting will be held in English and in French with simultaneous translation. It will consist of two facilitated round-table discussions under the Chatham House Rule. Initial presentations from speakers will be followed by an open discussion in which all participants will be encouraged to engage.
