Following a decision by all 28 EU Member States in June 2016, the mandate of the EU Rule of Law Mission in Kosovo (EULEX Kosovo) was extended until 14 June 2018, with a slight reduction in its scope of work. The mission continues its monitoring, mentoring and advising activities but with regard to its executive responsibilities, it continues working on ongoing cases and will only “seek new cases under exceptional circumstances.”

The European External Action Service (EEAS) is currently carrying out a strategic review of EULEX Kosovo. This review process includes reflections on possible options for EU support to the rule of law in Kosovo from 2018.

The Civil Society Dialogue Network (CSDN) has been hosting a series of meetings enabling civil society to provide input into the strategic reviews of Common Security and Defence Policy (CSDP) missions. In June 2015 a CSDN meeting was organised to assess progress towards the end state of EULEX Kosovo.

The overall aim of this Civil Society Dialogue Network (CSDN) meeting is to contribute to the EEAS Strategic Review of EULEX Kosovo and its exit strategy, by gathering analysis and recommendations from civil society experts on the rule of law in Kosovo.

The specific objectives are:

• To gather analysis on the current needs and challenges to the rule of law in Kosovo,
• To gather recommendations on future support by the EU (including its Member States) to the rule of law in Kosovo.
